Looking at his wiki he has had a long career in the lower leagues as a player & manager.

One of his career highlights was In October 1988, Belford joined Tamworth and set a club record of 712 minutes without conceding a goal in February and March 1989. He was part of theΒ FA VaseΒ winning team in 1989.

Strange that he never forged a successful career in the EFL. Sometimes it comes down to getting an opportunity & a lucky break.
