Chelsea sell their women's team to their parent company. How is this allowed?

It is clear that their needs to be a football regulator in place as soon as possible. 

There is talk of watering down the regulator's powers so as to not discourage foreign investment in the Premier League and EFL.

I personally think this would be a big mistake. I also think that the loopholes in the regulations that allowed Chelsea to basically sell it's Women's team back to itself should be closed.

For me allowing clubs to do this makes a mockery of the profit and sustainability rules.
