"If a goalkeeper handles the ball outside of their penalty area, it's a handball offense that's penalised with a direct free kick. The goalkeeper may also receive a yellow card if a promising attack was stopped, or a red card if a goal or goal-scoring opportunity was denied".

raddy looked like he knew he had made the mistake but had forgotten where his position was, the everton keeper was well beyond the area and knew exactly what he was doing.

Sometimes back then the paint wasn't very good, so it was a lot more difficult in the heat of the moment to check your positioning. It's funny how he wasn't booked, but I do think the referee made a smart choice. I think things like this lead to stricter rules though, where the decision is less about the ref's thoughts and more down to the rules exactly as they are written.
