Teams that have a slender lead always try to waste time by trying to slow the game down with all sorts of negative tactics. Some of those well known tactics include, feigning injury, committing lots of fouls to break up play, falling over at every opportunity, substituting players with just a minute or so to go, & taking the ball to the opponents corner flag to waste time. At the end of the day it worked in England's favour with the extra time that was played. You would think that teams would stop doing this, but it's been part of the game as long as I can remember, & I don't believe it will ever change
