It could be but you also could think that another team is. 

It's still Spain in my eyes.

Germany are nowhere near the level they used to be, Italy are worse than England and Argentina are just hyped.

I think if Brazil had dropped Neymar during this past world cup that they would have done better.

The best team for me would represent the best league teams and have won the most competitions, I believe this would be Spain.

I still think it's Germany, they are just struggling to bring through the younger players with those that have a lot of experience. This said they are still a very exciting team and have some of the best technical players.
